CONTRACTS AND ROOKIE ELIGIBILITY-
~All players who have under 6 seasons in Major league baseball are automatically owned by their corresponding Roto baseball Franchise. Fantasy owners have the right to trade, protect, and/or unprotect any 1st-6th year player.
~1st-6th year players have Non-Gauranteed contracts.

4th-6th contracts are arbitrary. 4th-6th year players earn their salary based on their STATS the previous season.
The Arbitration scale is as follows:
Fourth Year Player = 60% or up to $7.0 or minimum of $1.0

****In order to establish a 4th-6th year salary, one must follow the scale and add up the total number of dollars the said player has earned based on the scale. A 4th year player earns 60% of the total, a 5th year earns 80% of the total, and a 6th year earns 100% of the total****
The minimum salary for all 4th-6th players is 1.0
-Note: They are free on your cap until they have accumulated these stats
Contracts (Years 7+)
For all other players we will use a site called: mlbcontracts.blogspot.com/ . We will use the salary of the year that the player is in, not a yearly average of the entire salary.
All options and opt-out clauses will become team options. You will be able to exercise or decline the option, and the salary will be the amount that it says on Cots.
Minor Leaguers are not owed salary, but they will cost you .2M for every prospect over the total amount of 50 prospects. If you send an MLB player down you will still owe their contract in your salary.
After a player's 6th year is over you will have the option of picking up their new contract, on Cots, or letting them go to Free Agency. All extensions/contracts must be signed by the end of the World Series for you to be able to pick them up. For example, if player A's 6th year ended this year, he has a contract that extends through 2016, I would be able to pick up that contract and have that player through 2016.
The example for this rule was Adrian Gonzalez. Entering his 6th season in the MLB, Gonzalez did not yet have a longterm MLB contract and therefore would become a FA after the season. However, he signed a new contract shortly after joining the Red Sox and his owner in this league was then able to pick up that contract following the season. An opposite example could be Jose Reyes. Reyes exited the 2011 season without an MLB contract and although he struck a deal quickly in free agency, it was after the World Series so he became a free agent in our league.
If you wish to pick up a player's contract or an option, you must announce your decision by December 1st.
If a player retires on a non-bid contract, and you got their contract from real life, then you will not owe him money, but if you bidded on the player with a contract you will owe 50% of the contract per each year of the contract.
Players on the Dl don’t count against you active roster but do count against your cap
-This league has a 120M salary cap. Which could change in the future
-You can have up to 50 minors for free. You can add more for a mere .2million each
-At no time are you prohibited to go over cap.
-Warnings are as followed
-First and second time-Warning
Third time-2.5 mil salary fine for the remainder of the current season
5 mil salary fine for the remained of the current and following season

TRADES-
After Two or more owners agree on a trade, one owner must create a thread in the "Trade" section of the board.
This Thread must include the following:
~The teams trading
~The players involved and their destinations.
~A Brief explaination of reasoning behind the trade.
~The other party(s) involved must confirm the trade and give a brief description of reasoning behind the trade.
Non of the following are acceptable in trades:
~Cash/Salary Cap
~Players to be named later
Trades should be posted like this:
Team A Gets:
Albert Pujols 31 mil 2015
Team B paying 5 mil of Pujols's 2014 contract
Team A salary before trade: 45 mil
Team A salary after trade: 62 mil
Team B Gets:
Matt Kemp 14 mil
Team B salary before trade: 39 mil
Team B salary after trade: 56 mil
The dealine for all trades is August 30th 11:59 EST. All trades must be submitted before this dealine, but trades may be voted on by the trade commitee after the deadline. If a trade is vetoed because of an incorrect contract or calculation(s), then the deal may be resubmitted with correct information to be approved. If a deal is vetoed because it shows sign of collusion, then the deal may not be resubmitted after the deadline.
The TRADE COMMITTEE
The Trade Commitee is responsible for reviewing, analysing, approving, or vetoing a trade. The Trade Council is made up of all league owners. In order for a trade to pass, it needs 3 out of the possible 5 votes.
Grounds for Vetoing a Trade:
~Incorrect or nonpresent contracts/salaries.
~Deal results in one or more teams exceeding $120 salary cap.
~Evidence of cheating, collusion, or harmfull impacts on the league as a whole.
Vetoing ultimately comes down to TTC discresion. TTC has the authority to veto any trade they think is in violation. New owners will be handled with extreme care, and TTC has the right to Veto a trade they deem harmful to inexperienced parties.
In the case of a Veto, TTC member must give a thorough explaination behind Veto.-Trade deadline is August 30th at 12PM EST.
-It will be opened at Midnight EST on the last game of the World Series
-All trades must be posted by this time, and can be voted on at a later date.
-Waiver trade deadline is August 31st 12PM EST
- A manager can challenge a veto one time a season and in that case the 3 LM will look over the trade and discuss it and decide if the trade could be let through.
FREE AGENCY
-Free Agency will take place over every off-season, with players that have completed their 6th required years of service, and players with non-arbitrary contracts that have ended, being auctioned off.
-Players will be grouped into their position, respectively. C, 1B, 2B, SS, 3B, OF, SP, RP, IFA
-The minimum salary is 0.3$ with the maximum being non-existent. A players contract can range anywhere from 1-5 years with the player making the same amount of money each year.
-Once a bid stands for 24 hours the highest bidder receives that player
-ALL BIDS ARE FINAL. You may not edit or change a bid. Doing so will result in your automatic expulsion from the remainder of that week of bidding. Multiple offenses will result in cap deductions and fines.
WAIVER WIRE
-Any player can be placed on waivers by the team's owner at any time.
-When waiving a player, please make a thread under the "Waiver Wire" topic in Transactions. When posting it put as the title your team name. Waived players in the post must have their full name, position, and contract information present in the post.
-All teams have an opportunity to claim the listed player off of the waivers within a 14 day period.
-If the waived player is claimed within 14 days then the team who waived him loses the player and gains the money that they owed the player. The team who put the claim on the player gets the player and the contract. In the case of where multiple teams put a claim on a player then the team that had the worst record the prior season would get him. Once a team claims a player they go to bottom of list on waiver wire so if the team with worst record claims a player they will be 30th next time on list.
--RULE V DRAFT
There will be a rule v draft starting 2013 season any prospect that is unclaimed can be drafted in the rule v draft. The Rule V Daft will consist of 2 rounds.
--IFA's
- Bids on IFAs will be in terms of a lump-sum up-front payment.
-You must pay must pay the bid amount in the current year and then the IFA will follow the regular prospect rules. Thus, if a team bids $10M for an IFA, the $10M must be paid to the IFA immediately, and no more money will be due until the IFA is promoted to the major leagues, when he will be paid $0.3M like other prospects. When trading IFAs in their first seasons with a team, the posting fee will not be traded. If you pay $20M for the rights to a player, you are responsible for the $20M even if the player is traded. The team the player is traded too would just be responsible for the minimal MLB salary ($.3M) or nothing at all (if the player is a prospect). If a team signs an IFA who does not agree to a deal with an MLB team that season, the team loses the rights to the IFA but still must pay the posting fee.
-Teams may sign up to 2 IFAs without penalty. Additional IFAs will cost the team draft picks as indicated below:
3 - 5th round pick
4 - 5th and 4th
5 - 5th and 3rd
6 - 5th and 2nd
7 - 5th and 1st
8 - 5th, 4th, 1st
9 - 5th, 3rd, 1st
10 - 5th, 2nd, 1st
11 - 5th, 4th, 3rd, 1st
12 - 5th, 4th, 2nd, 1st
13 - 5th, 4th, 3rd, 2nd, 1st
If a team does not have the correct picks to surrender, they will not be allowed to sign over 2 IFAs.
AMNESTY DROP
-Every GM has ONE! Meaning a GM can drop a player free of charge
-When dropping a mlb player without using your amnesty clause if they player is in on a 1 year deal the team will owe the player half the contract so lets say some drop Alex Rodriguez and his salary is 32 mil 2013. The team that drops him would still owe him 16 mil.
-Then in the case of a deal that is longer than 1 year you would just simply charge half there salary for 2 years even if its just a 2 year contract you would be charged for the half the salary both of those years.
- In the case of a career ending surgery then the team that owes that player would not be held accountable for that players salary no longer.
SCORING
-This will be a weekly head-to-head points league, and there may or may not be inter-league play I haven't yet decided
